The mission of the United Shiloh Missionary Baptist Association is to unite our member churches in Christ-centered fellowship and cooperative ministry. We are committed to providing strong biblical leadership development, supporting pastoral excellence, and promoting spiritual growth within every congregation. Through discipleship, education, missions, and compassionate community outreach, we strive to strengthen families, empower future generations, and equip believers to live out their faith with integrity and purpose. Together, we seek to advance the Kingdom of God, uphold the doctrines and principles of the Christian faith, and serve our communities with love, unity, and transformative impact.

The Gilliard Family

Who Is Andre Flanagan Gilliard
Andre Flanagan Gilliard is the Pastor of Belton Creek Missionary Baptist Church (Oxford, North Carolina). He is a native of Baltimore, Maryland.
Pastor Gilliard is a member of Alpha Phi Alpha Fraternity, Incorporated. He received numerous awards including The Baltimore County Police and Fire Department Commander’s Award. He is a Board member of several local and state organizations.
Pastor Gilliard has a Bachelor of Science Degree in Biology from The University of Maryland - Eastern Shore; the Master of Arts in Theology from Saint Mary’s Seminary and University (Baltimore, MD); the Master of Business Administration (MBA) and the Master of Science Management from The University of Maryland (Adelphi, MD). He has a Doctorate in Ministry from Duke University (Durham, NC).
Dr. Gilliard is married to the former Veronica D. Roberts and they are the blessed parents of three children (Andrea, Amari and Reina).

Greetings United Shiloh Missionary Baptist Association (USMBA),
I would like to express my gratitude for your prayers, support, and commitment to God, USMBA, and surrounding communities (Matt. 25:31-46). I feel honored to serve as Moderator of this association since 2024. I want to reflect on some accomplishments our association achieved throughout 2025.
Year of Accomplishments:
The accomplishments below are a testament to our vision and theme: A unified body that is inclusive and committed to Christian education, evangelism, fellowship and worship, and missions (Eph. 4: 12-13),· Transforming lives and communities (Phil. 2:4-5).

Rev. Dr. Andre Gillard
Rev. Dr. Andre Gillard has served in ministry for 24 years, including 15 years as a pastor, and has been a dedicated member of the United Shiloh Missionary Baptist Association for 15 years. He is known for his unwavering faithfulness, strong intellect, and consistent dedication to the work of the Kingdom. A true visionary, Dr. Gillard leads with clarity and purpose, and he values effective delegation—empowering others to serve in their gifts. His leadership, integrity, and commitment continue to strengthen both his church and the association.

Rev. Dr. Jeanette Floyd
The Reverend Dr. Jeanette Branch Floyd serves as the twelfth pastor of Dickies Grove Baptist Church in Henderson, North Carolina. She has held numerous leadership roles within the United Shiloh Association, the General State Convention, and her local community. Dr. Floyd currently co-chairs the homeless men’s shelter (CPOH) and the Bridging the Racial Gap Cohort. Her ministry reflects a passion for preaching and teaching biblical principles, developing leaders, and creating meaningful curriculum. Most recently, she earned certification as a Spiritual Director and was invited to serve with Baptist Women in Ministry of North Carolina, mentoring a diverse group of women preachers.

1st Vice Moderator
Rev. Dr. Leonard Frieson, Sr.
Rev. Dr. Leonard Frieson, Sr. has faithfully served in pastoral ministry for 33 years. He pastored Brookston Missionary Baptist Church for eight years and has served as the Pastor of Warrenton Missionary Baptist Church for the past three years.
Since 2010, he has held multiple leadership roles within the United Shiloh Missionary Baptist Association. He currently serves as the First Vice Moderator, Security Director, and a dedicated member of the Ordination Council.

2nd Vice Moderator
Rev. Mary Anderson
Rev. Mary Anderson has faithfully served in ministry for 24 years and has been a committed member of the United Shiloh Missionary Baptist Association for more than 40 years. Whether serving publicly or working quietly behind the scenes, she approaches every assignment with seriousness, humility, and a deep devotion to the work of the Lord. Rev. Anderson has been on the battlefield for the Kingdom a long time, steadfastly persevering through every season and remaining a strong, prayerful presence within our fellowship. Her dedication, resilience, and consistent support continue to help strengthen and push the association forward.

Rev. Mark Jones
Rev. Mark Jones is a man of distinguished character, values, and morals. He has faithfully served the United Shiloh Missionary Baptist Association for the past six years, has been in ministry for 39 years, and has pastored for 22 years. Rev. Jones is a tremendous asset to the association—a man who stands firmly for righteousness and justice. He exemplifies humility in every sense of the word and maintains a God-centered focus in all that he does. His presence, service, and leadership continue to enrich the work of the Kingdom.

Rev. Tonia Hedgepeth
Rev. Tonia Hedgepeth has been in ministry for 18 years, with nine of those years dedicated to pastoral leadership, and she has faithfully served the United Shiloh Missionary Baptist Association for the past nine years. She is a true servant of God—humble in spirit, unwavering in her commitment, and always willing to step forward to serve in any capacity needed. Rev. Hedgepeth is an intelligent, capable, and devoted leader whose work reflects both excellence and compassion. Her steadfast faithfulness, reliability, and sincere dedication to the Kingdom of God continue to make a meaningful impact on every ministry she touches.
